Canadian Investment in Foreign Healthcare Workers

Immigration Minister, Sean Fraser, aims to improve the Canadian healthcare system by unveiling a plan to invest $90 million in programs which are intended to help foreign-educated immigrants start working in the healthcare system by recognizing their credentials. Funding will support programs that recognize the international credentials of foreign trained and educated immigrants in the healthcare sector. Canada currently faces a labour market shortage of healthcare workers including doctors, nurses, physicians, and paramedics. Education and work experience acquired in other countries will be acknowledged by the Canadian healthcare system through these new programs, and immigrant healthcare workers will be paired with hands on training and mentorship to make a seamless transition from one healthcare system to another.

This plan allows proposals to be awarded between $500,000 and $10 million that focus on improving the foreign credential recognition process in Canada and removing barriers preventing international talent from entering the Canadian healthcare system. Qualifying proposals must address one of the key issues that foreign trained healthcare professional immigrants face when trying to enter the workforce in Canada. These include acknowledging foreign credentials, encouraging interprovincial labour mobility, providing educated immigrants with mentoring and support programs, and offering hands on experience to practice in the field. The deadline to submit proposals is January 30th, 2023. Proposals are expected from all levels of government, private, and non-profit organizations, as well as hospitals.

Canada currently invests $27 million dollars annually to the Foreign Credential Recognition Program. This program aims to standardize the credential recognition program across Canada and helps new immigrants in Canada gain work experience within their profession. The program also supports joint initiatives between the provinces and territories, encouraging the mobility of Canadian workers in regulated occupations, and better addressing labour shortages across Canada. Immigration Minister, Sean Fraser’s, announcement of investing $90 million into similar programs is a call-to-action for programs to be specifically developed to assist the healthcare system in achieving the goals set forth by the Foreign Credential Recognition Program.

Currently, immigrants account for 25% of all healthcare professionals in Canada. However, in 2020, nearly half reported as underemployed or unemployed according to Statistics Canada. This plan aims to resolve labour shortages and underemployment experienced within the Canadian healthcare system by integrating foreign educated and trained immigrants into the Canadian labour market sooner and with the proper tools to do so. These tools include wage subsidies, work placements, and mentoring programs. Minister Fraser stated, “the efforts to support newcomers overcoming the barriers to foreign credential recognition, provide opportunities to gain on-the-job experience, and facilitate labour mobility are essential ways of ensuring our healthcare system is one of the best in the world and we look forward to welcoming newcomers who will contribute to this system.”

Can I leave Canada while waiting for my Permanent Resident card?

Ready to jet off on a trip while waiting for your Permanent Resident (PR) card in Canada?

While it’s generally not recommended to leave the country during the PR card application process, we understand that sometimes it’s necessary. Here’s what you need to know before you pack your bags.

If you are planning to travel by a commercial vehicle such as a plane, train, bus, or boat, you will need a valid PR card to return to Canada. If your Permanent Resident card is set to expire before your trip, make sure to renew it before you leave, as PR cards can only be renewed within Canada. Keep in mind that PR cards won’t be sent to non-Canadian addresses or released to third parties for pickup.

But what if you’re already outside Canada and don’t have a Permanent Resident card? Don’t worry, you can apply for a Permanent Resident Travel Document (PRTD) to return. Without a PR card or PRTD, you may face challenges when trying to cross the border on a commercial vehicle. To avoid any travel hiccups, apply for a PRTD while you’re outside Canada and in need of re-entry.

Getting medical support is an important part of your international student life. While Canada’s healthcare system is considered one of the best in the world, there are some restrictions for international student coverage depending on the province you study in.

Here is all the information you need to see if you are eligible for free healthcare as an international student in Canada.

What is the Healthcare System in Canada Like?

Canada’s universal healthcare is funded through Medicare, a system that must comply with the five pillars of the Canada Health Act:

  • Universality – Can be accessed by all Canadian residents.
  • Publicly Administered – This is a nonprofit service.
  • Comprehensive Coverage – Covers medically necessary services (determined province to province).
  • Portability Across Provinces – Extended coverage between provinces and, to a degree, outside the country.
  • Accessibility – Access to health services should be reasonable, uniform, and without financial or other barriers.

Canada’s healthcare will cover any visits to the hospital and doctor, but, in general, will not cover any prescriptions, vision services, or dental care for international students.

Does Canada Have Free Healthcare for International Students?

As mentioned, depending on which province you are studying in, you may have access to free health coverage or healthcare at a premium. However, if you’re studying in Ontario, Prince Edward Island, Quebec (with some exceptions), and the Yukon, you may have to purchase private health insurance or receive coverage through your school.

Is Health Insurance Mandatory for International Students in Canada?

If you study in a province that doesn’t offer healthcare coverage, it is important that you have health insurance. For many provinces, it’s a requirement. That way, if you’re injured or become sick while you’re studying in Canada, you won’t have to pay for your treatment and medication (which can sometimes be quite high) from your own pocket.

How Much Does Medical Care Cost in Canada for International Students?

Without health insurance or provincial health coverage, you can face significant fees depending upon the health condition that requires attention. Fees may vary:

  • Doctor’s appointment – $120 or more
  • Emergency room visit – $1,000 or more
  • Hospital visit – $3,700 or more

In comparison, international student health insurance costs typically range from $600 to $900 per year.

Healthcare in Canada for International Students by Province

Here’s an overview of which provinces offer free healthcare for international students as well as the eligibility criteria for each one:

Alberta

Free healthcare for international students? Yes

Eligibility Criteria:

If you are 18 years or younger, you will have to be added to a legal guardian or caretaker’s Alberta Health Care Insurance Plan (AHCIP) account.

To receive AHCIP, international students must have the following:

• A minimum 12-month study permit to a valid Alberta institution
• Must plan to live in Alberta for at least 12 months

If you have a less than 12-month study permit, you may still be eligible for AHCIP if you have a letter from your school that confirms your enrollment, and that you will be living in the province for at least 12 months.

British Columbia

Free healthcare for international students? Yes

Eligibility Criteria:

If you are studying in British Columbia, here are the requirements for the British Columbia Medical Services Plan (MSP):

  • Mandatory by law for all provincial residents who are staying for 6 months or longer
  • Accompanied by a monthly coverage fee, if you have an international study permit.

Manitoba

Free healthcare for international students? No

Eligibility Criteria:

Manitoba requires mandatory coverage for international students under the Manitoba International Student Health Plan (MISHP). To be eligible you must:

  • Be enrolled in courses in a valid program associated with the coverage period (depending on your university)
  • Have a valid study permit

Once you are registered for your first term as a student at your school, you will receive your MISHP card via email.

New Brunswick

Free healthcare for international students? Yes

Eligibility Criteria:

New Brunswick offers New Brunswick Medicare for international students. To be eligible you must:

  • Have a valid Canadian Immigration Document

Newfoundland and Labrador

Free healthcare for international students? Yes

Eligibility Criteria:

To be covered by Newfoundland’s Medical Care Plan (MCP), international students must have:

• Confirmation letter of full-time enrolment in a valid Newfoundland and Labrador post-secondary institution

Applying for health insurance for students covered by Northwest Territories Health Care (NWTHC) requires:

  • A valid study permit

Eligibility Criteria:

Nova Scotia only offers public healthcare to anyone living in the province for at least 12 months. Otherwise, it is not available to international students until after your first 12-month period studying at your school. However, many schools will provide coverage for your first year.

Free healthcare for international students? Yes, with some restrictions

Eligibility Criteria:

To qualify for the Nunavut Healthcare Plan, international students must:

  • Have a valid student visa for one year or more
  • Must be enrolled in a Nunavut post-secondary institution
  • Must have a Nunavut address

Eligibility Criteria:

While Ontario does not offer public healthcare for international students, a majority of Ontario universities offer coverage through the University Health Insurance Plan. These costs are lumped into student tuition fees. See your university’s international student centre for more information.

Prince Edward Island

Free healthcare for international students? Yes, with some restrictions
Eligibility Criteria:

To receive healthcare coverage in PEI, international students must:

  • Be physically present in PEI when applying for the PEI health card
  • Reside in PEI as their primary residence for at least six months and one day every year
  • Have a passport
  • Have a study permit that shows eligibility to work off-campus
  • Proof of enrollment at a PEI post-secondary institution for the year

Quebec

Free healthcare for international students? No; some exceptions.

Eligibility Criteria:

If you are studying in Quebec, the province offers free healthcare coverage through Régie de l’assurance maladie du Québec (RAMQ) for international students who are from 10 of their partner countries.

International students from countries who do not fall under this list are typically given healthcare coverage through their post-secondary school.
If you don’t receive coverage through your school or RAMQ, you are required to purchase private health insurance.

To receive healthcare coverage from the province of Saskatchewan, international students need:

Eligibility Criteria:

International students do not receive coverage from Yukon’s healthcare plan. However, if you study at Yukon College, you will be automatically enrolled in their mandatory group health insurance for the duration of your studies.

Whether you receive coverage through your provincial healthcare plan, your school, or a private insurance company, here are some other considerations to keep in mind:

Travel health insurance

Travel insurance for international students in Canada can be purchased before you decide to travel abroad. For inter-province travel, if you have a valid health card, you will generally be covered. It is important that you get healthcare coverage for any trip outside of the country so you can avoid unnecessary costs in case you need medical support.

Transferring medical and immunization records

Speak to your doctor or health clinic in your home country and make sure you have a copy of:

  • Your medical records
  • Necessary prescriptions for ongoing medication
  • Immunization records

Ontario Colleges Implement New Protection Laws for Foreign Students

The publicly financed institutions in Ontario have established new safeguards for foreign students studying in Canada. The scope of this legislation includes information and marketing, recruiting and training, as well as settlement and post-graduation services. Coverage of the Regulations

Last year, there were 807,750 international students at all levels of study in Canada, according to the Canadian Bureau for International Education. Indian students represented 40% of the total international enrollment, while Chinese students represented 12%. International students comprised 30% of overall enrollment at Ontario’s public colleges in 2020, with tuition payments totalling $1.7 billion and accounting for 68% of total tuition fee revenue.

New Rules to Safeguard Foreign Students

To protect international students studying in Canada, publicly financed universities in Ontario have adopted new international education best practices. Concerns regarding the maltreatment of international students, especially the dissemination of false information by unscrupulous recruitment agencies, prompted the establishment of these regulations.

The new laws create minimum industry standards and stricter criteria for enforcement. They require universities to verify that their marketing materials comply with the law and are not deceptive, which includes not guaranteeing academic, immigration, or job outcomes. In addition, universities are required to terminate contracts with any education agent engaged in “serious, deliberate, or ongoing activity that is untrue, misleading, deceptive, or in violation of the law.”

Private Universities Included

The new requirements involve both publicly financed and privately funded colleges. Public-Private College Partnerships (PPP), include taxpayer-funded institutions providing curricula to private career colleges for a charge; these colleges then employ their professors to conduct academic programmes. As of June 2021, eleven of Ontario’s twenty-four public universities partnered with twelve for-profit private career colleges, enrolling over 24,000 international students, up from 14,698 in 2018. Several of these partnerships did not adhere to enrollment criteria, and their quality assurance and student assistance operations could be improved, according to the provincial audit of 2021.

Colleges Ontario has published a twelve-page set of standards of practice for international education, which all twenty-four members of the organisation are expected to implement by June 2024. Seneca College is not a signatory since it intends to issue a comparable statement for both its domestic and international students.

Normalization of Procedure

According to Linda Franklin, President and Chief Executive Officer of Colleges Ontario, it is essential to standardise the laws throughout all Ontario public institutions so that overseas students know what to anticipate. “Some universities perform some tasks more effectively or differently than others.” Franklin stated that it would be vital to standardise this so that foreign students would have a very clear understanding of the offerings in Ontario regardless of which door they decided to enter.

The laws are intended to preserve the reputation of Ontario as a safe, inviting, and great educational destination for overseas students. Franklin underlined the significance of preserving Ontario’s image as an outstanding site for overseas students. Franklin stated, “Our reputation in the world and the continuation of our standing as a safe, inviting magnificent nation…” There are already numerous incentives for international students to select Canada, and we would never want to jeopardise any of them by claiming that we are inferior to any of them.

IRCC’s Priority for Transport Occupations in Express Entry Category-Based Draws

In a recent announcement on May 31st, Immigration Minister Sean Fraser unveiled the launch of category-based selection draws and priority for Transport Occupations in Express Entry candidates by Immigration, Refugees and Citizenship Canada (IRCC). The objective is to prioritize candidates who possess strong French language proficiency or work experience in specific fields that align with the current labour market demands in Canada.

The selected sectors for preference include:

  1. Healthcare
  2. Science, technology, engineering, and mathematics (STEM) professions
  3. Trades, such as carpenters, plumbers, and contractors
  4. Transport
  5. Agriculture and agri-food

IRCC’s decision to focus on these occupations was informed by information regarding labour market shortages in Canada. To ensure a comprehensive approach, IRCC engaged with their partners, including provinces, territories, and stakeholders across the country, to gather valuable input.

In line with this initiative, IRCC conducted its inaugural category-based Express Entry draw on June 28th, inviting 500 healthcare workers to apply for permanent residency. Another draw is scheduled for July 5th, where an additional 1,500 healthcare workers are expected to receive invitations.

Simultaneously, IRCC anticipates conducting another category-based draw on July 5th, targeting eligible candidates in STEM professions, further addressing the demand for skilled professionals in these fields.

This approach not only supports the Canadian labor market but also presents opportunities for Express Entry candidates to receive invitations based on their expertise and language abilities. Reasons Behind Choosing Transport Occupations as a Category

The decision to include transport occupations as a category in IRCC’s category-based selection draws was driven by several factors. Employment and Social Development Canada reported a doubling of occupations facing shortages between 2019 and 2021, highlighting the growing demand in various sectors.

Statistics Canada’s data from 2022 Q4 on job vacancies revealed significant numbers in the trades category, which encompasses wholesale trades and retail trades. Wholesale trades had 30,930 job vacancies, while retail trades had 108,795 job vacancies. This data underlines the need to address shortages and fill vacancies in the trades sector.

IRCC conducted a public consultation to enhance Express Entry through category-based selection. Stakeholders and the public provided feedback and suggestions during this engagement process. The majority of participating stakeholders expressed support for category-based selection to address labour market shortages in specific occupations or sectors.

In response to the consultation, around 16% of respondents, particularly those representing the trades sector, indicated that trades, transport, and equipment operations were the areas experiencing the greatest needs.

Eligibility Requirements for the Transport Occupations Category

To be eligible for the transport occupations category, candidates must meet the following criteria:

  1. Meet the eligibility requirements of one of the Express Entry programs: Federal Skilled Worker Program, Canadian Experience Class, or Federal Skilled Trades Program.
  2. Have accumulated at least 6 months of continuous work experience in one of the listed transport occupations within the past 3 years.
  3. Fulfill all other requirements outlined in the instructions for the category-based draw.

These eligibility requirements aim to ensure that candidates possess the necessary qualifications and experience to contribute to the transport sector in Canada.

It is important for prospective applicants to review the specific instructions and guidelines provided by IRCC to ensure they meet all the criteria for the transport occupations category within the Express Entry system. Here’s how we help you find the best course for you

Step 1: Meet your counsellor

When you first meet one of our experienced advisors, we’ll discuss:

  • What you’re looking for
    your education, career and migration goals
  • Your background
    education, experience, interests
  • Your requirements
    location, budget and start date
  • Your choices
    which schools and courses match your goals and background
  • Next steps
    how the application process works

Our counsellors have years of experience and broad knowledge about Canada’s offerings, from college to university.

Our counsellors also offer counselling to international students and domestic students in Canada who wish to study abroad.

Step 2: Finding the right fit

Deciding on a program of study is something you don’t take lightly, so neither do we. Your counsellor will work with you to develop a shortlist of programs and explain the benefits of each one.

In addition to your career goals, two things you’ll discuss with your counsellor are your budget and timeline. Knowing how much a course will cost and how much you can afford to spend on your education are important factors in choosing where and what to study.

Another factor to consider when looking at your options is where you want to study not just which city or province, but what kind of place.
Do you want to be in an urban centre, or somewhere quiet?
Do you care more about cultural diversity or clubs and activities?

You should also carefully consider the academic year you wish to enroll in and the semester you want to apply for. Your Northfield & Associates counsellor will guide you through the first steps of when, where and how you can apply to study and commence your course. There are three school semesters in Canada:

  • Fall
    Primary intake starts in August/September
  • Winter / Spring
    Smaller intake in January/February
  • Summer
    Limited programs intake in May/June

Step 3: Applying to your dream programs

One of the biggest benefits of working with a trusted agency like Northfield & Associates is the help we provide in submitting applications. Different institutions have different application requirements, so our counsellors will help compile your paperwork and make sure everything is in order. They’ll even send your application directly to your chosen schools.

Managing your documents is even easier thanks to the Northfield & Associates Live Portal. You can add files from your phone (or just take a photo to upload) then get feedback from your counsellor all in the portal! You can also use it to search and bookmark programs that interest you.

Step 4: Accepting!

Schools respond as fast as a few days, or up to two months. If they offer you a place in a course, you will receive an official offer letter.

Depending on how early you apply, the competitiveness of your program, and your qualifications, schools can take anywhere from a few days to up to two months to review your application. However, most schools respond within 2-6 weeks. If they offer you a place in a course, you will receive an official offer letter.

In the event you receive offers from multiple schools and/or programs, our counsellors will work with you to decide on which offer is best for you. If there are no conditions on your offer letter that you need to meet, you can accept the offer immediately!

Canadian Passport Processing Returns to Pre-Pandemic Service Standards

Service Canada has announced that Canadian passport processing times have returned to pre-pandemic levels, providing efficient service to applicants.

In a recent news release by Employment and Social Development Canada (ESDC), it was reported that there are no longer any backlogs in passport applications, and Service Canada is surpassing the delivery standard for most applications. Despite a brief disruption caused by a 12-day strike by the Public Service Alliance of Canada from April 19 to May 1, passport delivery has been streamlined.

Currently, nearly all passports are being delivered within the 10-20-day target, depending on the application submission method. ESDC states that approximately 98% of issued passports meet the service standards, regardless of the intake process.

This update comes after a year of unprecedented demand for new or renewed passports due to the easing of COVID-19-related travel restrictions. Passport offices experienced long queues, with some individuals even camping overnight to ensure their applications were submitted in person.

In anticipation of a surge in passport renewals this summer as 10-year validity passports approach expiration, passport staff have been diligently working on service improvements. These enhancements ensure that new Canadian citizens can easily make travel plans to visit their loved ones using their new passports during the summer season.

With these improvements in place, individuals can expect efficient and timely processing of their passport applications, allowing them to embark on their travel plans and reunite with family and friends.

Other improvements to passport services in Canada, Passport Canada has issued 852,589 passports so far in 2023 and issued 3,346,223 passports between April 2022 and March 2023. It forecasts that it will issue between 4.3 and 4.9 million passports in the 2023/2024 fiscal year. Passports are only available to Canadian citizens. One way that Service Canada plans to help maintain service standards is by offering online renewal.

As of May this year, those with passports that have either expired within the past 15 years or those with passports that were lost, stolen or damaged will now be able to submit the necessary documents online instead of waiting in line at an office or putting important documents in the mail. This does not apply to new citizens who are applying for their first Canadian passport.

Throughout the spring, Service Canada opened 7 new 10-day passport offices in Ontario, Quebec and British Columbia. They are located in: Prince George, British Columbia; Lac-Mégantic, Quebec; Gaspé, Quebec; Saint-Georges, Quebec; Timmins, Ontario; Sainte-Agathe-des-Monts, Quebec and Dryden, Ontario. Once an application is submitted, Canadians can keep track via an online passport application status checker. ESDC says since the launch of the service on March 21, 2023 there have been over 702,000 visits to the online status checker website.
