IELTS Strategy Canadian Student VISA New Rules

The IELTS strategy for your Canadian student visa: do the new rules apply to you?

Picture yourself standing on the vibrant campus of a world-renowned Canadian university, engaging in lively discussions with esteemed professors and course mates of diverse backgrounds, in a welcoming environment that fosters innovation and collaboration. This could be realised if you’ve set your sights on studying in the Great White North, with an IELTS score in hand.

However, international student hopefuls cannot ignore the new landscape of visa policy and changed requirements, after Canada has announced Immigration, Refugees and Citizenship Canada’s (IRCC) 2025-2027 Immigration Levels Plan.

The new rules and updates introduced to the immigration processes for international students are essential to understand for anyone hoping to study in Canada. Whether you’re looking to study in Ontario or study in Victoria, see how the latest student visa news might impact your plans, and how a strong IELTS score can pave the way for achieving a Canadian study permit and more!

Understanding the 2025 Canada student visa news

Here are the must-know updates for international students as announced by the IRCC:

1. Revised foreign enrolment numbers

One significant change under the new rules in Canada for international students is the reduction in the number of study permits being issued for 2025 and 2026. For 2025, there will be a 10% reduction from the 2024 target of 485,000 new study permits issued, bringing the total number of study permits issued to 437,000. The intake cap will then stabilise for 2026 for number of study permits issued to remain the same as in 2025.

This international student cap means greater competition for study permits, but it also signals that the Canadian government is prioritising well-prepared and qualified international students, aiming to ensure that those who are granted a study permit are set up for success in their studies, with possible work pathways to explore in Canada.

2. Enhanced PGWP requirements

Another important update is the new language proficiency requirement updated by the IRCC for Post-Graduation Work Permit (PGWP) eligibility, which varies depending on your educational level.

  • For university students graduating with a bachelor’s degree, master’s degree, or PhD: You must score a minimum level of Canadian Language Benchmarks (CLB) 7 in English or an IELTS band score of 6.0 in the Reading, Writing, Listening, and Speaking sections of IELTS General Training. For French, you’ll require Niveaux de competence linguistique canadiens (NCLC) 7 in all 4 language areas.
  • For graduates from any other university program: You must score a minimum level of CLB 7 in English or a band score of 6.0 in the Reading, Writing, Listening, and Speaking segments of the IELTS General Training. For French, you’ll need NCLC 7 in all 4 language areas.
  • For graduates from a college program or any other program: You need a minimum of CLB 5 in English or IELTS band scores of 4.0 in Reading and 5.0 in Writing, Listening, and Speaking for IELTS General Training. To prove French language skills instead, you’ll need NCLC 5 in all 4 language areas.

These new rules ensure that graduates have the necessary language skills to thrive in the Canadian workforce and contribute meaningfully to the economy. This is particularly important for international students looking to study in Canada with the goal of working after graduation, as a strong command of English or French is crucial for securing employment and building a successful career in the country.

Furthermore, as of December 17, 2024, there are new eligible fields of study for PGWPs. In addition to the previous eligible fields, which included agriculture and agri-food, education, healthcare, science, technology, engineering and mathematics (STEM), trade, and transport, PGWP eligibility now extends to certain programs related to early childhood education and developmental service workers.

3. New student regulations

The IRCC has also introduced new rules to improve the overall student experience and maintain the integrity of study programs within the country, such as an increase in the working hours for international students in Canada.

International students can work off campus up to 24 hours per week without a work permit. This provides greater flexibility and opportunities to gain valuable local work experience or even support future visa applications post-study.

Additionally, stricter reporting requirements for Designated Learning Institutions (DLIs) have been implemented, particularly at the post-secondary level, to ensure greater transparency and accountability within the study permit system.

4. Provincial Attestation Letters (PALs) requirements

There are also new rules in Canada for international students: a mandatory requirement for most study permit applicants entering post-secondary education to provide a Provincial Attestation Letter (PAL), including master’s, doctoral students and those applying for prerequisite courses or programs, including language courses. There are some exceptions to this requirement.

This change provides a clear pathway for students to demonstrate their eligibility and secure their study permit, ensuring that they meet the specific requirements of their chosen province or territory.

PGWP Post-Graduate Work Permit

Post-Graduate Work Permit (PGWP) for International Students in Canada (August 2025 Update)

Why Canada Remains a Top Destination for International Students

The Post-Graduation Work Permit (PGWP) program in Canada allows eligible international students to work after their studies, provided they hold valid permits, and their applications follow IRCC guidelines.

Canada continues to be a welcoming and vibrant destination with its world-class education system, diverse culture, and inclusive environment, offering an unparalleled experience for those seeking to study abroad.

The Post-Graduation Work Permit (PGWP) program is a testament to Canada’s commitment to supporting international graduates. This permit allows students who have completed eligible programs at Designated Learning Institutions (DLIs) to gain valuable work experience, which can significantly enhance their career prospects and help them transition to permanent residency.

Read this blog to find out more about Canada work permit requirements in 2025, PGWP extensions, new rules for PGWP, language requirements, how to apply for PGWP, application requirements, and more. IRCC’s new rules for international students’ work permit are subject to change, which is why we urge you to always check with the IRCC for the latest updates.

What is PGWP in Canada?

A Post-Graduation Work Permit (PGWP) is an open work permit issued by the IRCC that allows international students who have completed a program at a Designated Learning Institution (DLI) in Canada to work in the country. This permit provides valuable work experience that can be used to apply for permanent residency in the future, after graduation.

Please note: International students need to be aware that PGWPs are not guaranteed after graduation. Immigration, Refugees and Citizenship Canada will not give every international student a PGWP simply because they have graduated. Applications may be refused for failure to meet eligibility criteria, which is why students are always urged to seek expert advice before choosing a program. Graduates of eligible programs at recognized DLIs can apply for a PGWP, granting them the flexibility to work for any employer across Canada without needing a job offer before applying.

For students who are eligible, the length of a PGWP depends on the level and duration of your study program, as well as the expiry date of your passport, whichever comes first. Starting February 15, 2024, students graduating from master’s degree programs of less than 2 years (8 months minimum) may be eligible for a 3-year PGWP.

PGWP Eligibility Criteria (2025)?

You may be eligible for a Post-Graduation Work Permit if you meet the following criteria:

  • you have completed an eligible program at a Designated Learning Institution (DLI) that was at least 8 months long
  • your program led to a degree, diploma, or certificate
  • you maintained full-time student status in Canada during each academic session of your study program, with exceptions for the final semester (studying part-time or taking approved leave)
  • you have a study permit that has been valid within the last 180 days
  • you applied to extend your study permit in Canada before your study permit expired and no decision has been made on your application.

To Be Eligible, You Must

Here’s what the IRCC lists as requirements for international students who want to qualify for a PGWP. you must meet all of these:

  • Your study program must be 900 hours or longer
  • Your program must lead to 1 of the following: a diploma of vocational studies (DVS) / diplôme d’études professionnelles (DEP); attestation of vocational specialization (AVS) / attestation de spécialisation professionnelle (ASP); diploma of college studies (DCS) / diplôme d’études collégiales (DEC); or attestation of collegial studies (AS) / attestation d’études collégiales (AEC)
  • You must be enrolled in a PGWP-eligible program

You must also meet the following PGWP criteria:

  • Requirements based on study program: graduates with a bachelor’s degree, master’s degree or doctoral degree; graduates of any other university program; graduates from any other college, polytechnic or non-university program; graduates from a flight school
  • Requirements based on physical location (inside Canada graduates / outside Canada graduates)
  • Field of study requirements (if applicable)

You Are Not Eligible If

The IRCC says that international students in Canada are not eligible for a PGWP if they have:

  • already received a PGWP
  • studied English or French as a second language
  • taken general interest or self-improvement courses
  • received funding or a scholarship from GAC that requires them to return to their home country after graduation
  • completed over 50% of their study program through distance learning (online courses, e-learning or correspondence)
  • completed a study program at a non-Canadian institution located in Canada
  • completed a course or program of study at a DLI that is not PGWP-eligible. This includes programs delivered on behalf of a PGWP-eligible DLI through a curriculum licensing agreement (also known as public private partnerships, or P3s). Students can check the special cases for exceptions

Eligibility Checklist

Here is a quick checklist related to PGWP eligibility in Canada in 2025:

  • Do you have proof that you’ve completed your studies in Canada?
  • Do you have a degree or diploma, an official letter from your school, or official transcript or copy of your transcript from your school’s website?
  • Do you have proof that you were enrolled in full-time studies for a program that was 8 months or longer?
  • If you submitted your application on or after November 1, 2024, do you have proof of language ability?
  • Are your language test results less than 2 years old?
  • If you applied for your study permit on or after November 1, 2024, do you have proof that you graduated in an eligible field of study (if applicable)?
  • Do you have proof of your upfront medical exam (if applicable)?

Eligible Study Fields for PGWP

The IRCC has updated rules for international students applying for a PGWP in Canada. To find out more information about it, check out our new page about PGWP Eligible Study Fields and Programs in 2025.

H3: Information for Certificate & Diploma Students

There are new rules for PGWP that need to be considered if you are an international student studying for a certificate or diploma.

Certificate programs are not automatically eligible for a Post-Graduation Work Permit (PGWP), because the IRCC states that eligibility depends on the specific program as well as your study permit application date. If your program was at least 8 months (or 900 hours for Quebec credentials), but less than 2 years, the IRCC may give you a PGWP that is valid for up to the same length as your study program.

Some diploma programs are eligible for a PGWP in Canada, but eligibility still depends on the specific field of study, length of the program, and type of institution. Always check with the institution you are applying to, for information on whether the certificate or diploma is PGWP-eligible.

If you have doubts, book a consultation with an Northfield & Associates counsellor

Information for Undergraduate and Graduate Students

If you are an undergraduate or graduate student, there are eligible fields of study that can lead to a PGWP, provided you meet the IRCC’s requirements after you graduate.

PGWP Changes in 2025 – What’s New and What Hasn’t Changed

In June 2025, the IRCC introduced substantial changes to the list of educational programs that qualify for PGWP. It removed multiple previously eligible programs while adding new programs, as well as a new set of programs in the ‘education’ field of study. When it comes to PGWP changes in 2025, IRCC updates for international students related to work permits focus primarily on programs being in an eligible field of study. Find out more about this update here

Among other key PGWP changes in 2025, starting November 1, 2024, all applicants must demonstrate a minimum level of French or English language proficiency. Also, master’s and PhD students must submit a Provincial Attestation Letter (PAL) to be eligible.

International students who begin a study program that is part of a curriculum licensing agreement will no longer be eligible for a PGWP after graduating. Under these agreements, students attend a private college that has been licensed to deliver the curriculum associated with a public college. In simpler terms, if a public college has established licensing agreements with a private college, and a student is enrolled in the private college, they will not be eligible for a PGWP.

Speak to an Northfield & Associates counsellor to find out if your program affects your eligibility.

PGWP Duration and Validity

The Canadian government has announced changes to the Post-Graduation Work Permit Program. Three-year work permits for bachelor’s, master’s, and doctoral graduates are offered to public college graduates if their field of study is linked to labour market shortages.

There are also new language proficiency requirements for applicants starting November 1, 2024, when the government is expected to release further information on eligibility changes based on the level of study.

The length of your PGWP depends on the level and duration of your study program, as well as the expiry date of your passport, whichever comes first. For master’s degree programs, you can apply for a 3-year PGWP, even if your master’s program was less than 2 years, as long as your program was at least 8 months (or 900 hours for Quebec programs) and you meet all other eligibility requirements. This doesn’t apply to certificate or diploma programs.

For all other programs, if your program was at least 8 months (or 900 hours for Quebec credentials), but less than 2 years, the IRCC may give you a PGWP that’s valid for up to the same length as your study program. For example, if you completed a 9-month program, you may get a work permit for up to 9 months. If your program was 2 years or more, the IRCC may give you a PGWP that’s valid for 3 years.

There are eligibility guidelines for all other programs, so it is recommended that students speak to a trained Northfield & Associates counsellor for help, advice, or information on choosing the right program.

How PGWP Length Is Determined

The length of a Post-Graduation Work Permit (PGWP) is determined by the duration of the eligible study program in Canada. According to the IRCC, a PGWP may be valid anywhere between 8 months and up to 3 years. Unless you have graduated from a master’s degree program, the length of your permit will depend on the length of the study program you completed in Canada. Find out more about validity here

How to Apply for PGWP

Please note: As of June 21, 2024, students can no longer apply for a PGWP at a port of entry (airport, land or marine border) when entering Canada.

To apply for a PGWP after you graduate, students must submit their application within 180 days of receiving official notification that they have completed their program. The following conditions must also be met:

  • your study permit must be valid (not expired) at the time of submission
  • you must confirm that you attended and completed your program, with a degree or diploma, transcript, or official letter of completion of studies from your school.

The IRCC may request other documents once it receives your application.

Your application may be rejected if:

  • it does not adhere to IRCC’s eligibility criteria
  • required documents are missing
  • there are unexplained study gaps
  • you submit after 180 days
  • you fail to maintain legal status in Canada.

If your study permit expires before you apply for a PGWP, you can either restore your status as a student and apply for a PGWP or leave the country and apply from outside Canada.

IRCC Application Process

Here are the steps to take if you intend to apply for a PGWP. This step-by-step guide lists the application requirements you need to keep in mind:  Before you apply for your PGWP:

  • Collect all necessary documents to meet IRCC documents
  • Check to see that your study program meets PGWP eligibility criteria
  • Prepare your application after reading the instruction
  • Fill out the application forms accurately and completely
  • Create an IRCC account to start the application
  • Begin by selecting the Post-Graduation Work Permit option
  • Upload all your documents along with the completed application forms
  • Pay the required application fees
  • Submit your application

After you apply for your PGWP

  • Check your application status and monitor the IRCC processing times
  • You may be asked to provide biometrics (fingerprints and photo)
  • You may have to undergo a medical exam

What Documents Are Required for PGWP?

Here is a list of the documents you will need to apply for a PGWP:

  • proof that you have completed your studies
  • proof that you were enrolled in full-time studies for a program that was 8 months or longer
  • official letter from your institution confirming you have successfully completed your program
  • your final academic transcript
  • proof that you graduated in an eligible field of study
  • proof of language results: CELPIP, IELTS, or PTE Core
  • copy of passport’s bio-data page
  • recent passport-style photo that meets IRCC specifications
  • proof of upfront medical exam, if applicable

Check the official IRCC page for more information about documents

PGWP Processing Time – How Long Does It Take?

How long does it take to get a PGWP? The answer to that question depends upon several factors such as whether you are applying using paper or online, how complete and accurate your application is, the possibility of seasonal surges that can lead to longer processing times, or even case processing centre workload.

You can check the average processing times through the Immigration, Refugees and Citizenship Canada (IRCC) website, which updates on a weekly basis.

For more information on average processing times, check out this news

PGWP Extensions and Expiry in 2025

When it comes to PGWP extension in 2025, there is no general extension for the permit, but rather the possibility of extending one if your passport expires before the end of your eligible PGWP period. If your PGWP or study permit is about to expire, you can apply for an extension or to restore your status. The IRCC provides options for students to apply for a visitor record if they need more time in Canada while awaiting a permit. It is important for students to check the expiry dates of their permits and apply for extensions well in advance.

If you don’t change your status to a visitor and your study permit expires, you have up to 90 days to apply for a PGWP and restore your status as a student. You will have to apply online for your PGWP and pay the required permit fee, as well as a fee to restore your status as a student. Check the IRCC page for payment details and more information about eligibility.

Can I Apply for a Work Permit After PGWP Expires?

Post-graduation work permits (PGWP) are a one-time opportunity for international students. Those students must have graduated from a PGWP-eligible program at a designated learning institution. The length of your PGWP depends on the level and duration of your study program, as well as the expiry date of your passport, whichever comes first. If your passport expires before the full duration of your eligibility, you can apply to extend your PGWP, provided you apply on paper after you get a new passport.

There may be options to extend your stay in Canada by maintaining a different temporary resident status, or applying for permanent residence, but this is only information that only a certified immigration consultant can offer. Northfield & Associates Education is not a registered migration consultant and does not provide immigration services or immigration advice. The contents of this page are for general information only and is based on information from the IRCC website, which you can access here

Working Rights Before and After PGWP Approval

Students need to make sure their study permits are valid (not expired) at the time they submit their PGWP application. Once you apply and, if you were eligible to work off campus during your studies, you can continue to work while the IRCC processes your PGWP application. You will receive a letter to confirm this, and the letter can be used as proof of your authorization to work in Canada.

Can I Work Before Applying for PGWP?

No, you cannot work before applying for a Post-Graduation Work Permit (PGWP) if your study permit has expired and you have received confirmation of your program completion.

Can I Work After Applying for PGWP?

Yes, you can work after applying for a PGWP, provided you meet the IRCC’s specified conditions such as having a valid study permit when you applied and having completed your program.

Can I Work While Waiting for PGWP?

Yes, you can work full-time while waiting for a decision on your PGWP if, at the time you submitted your application, you had a valid study permit, completed your program of study, were eligible to work off campus without a permit, and did not work off campus more than 24 hours a week during academic sessions.

Can I Work Full-Time After Graduation?

Yes, provided you have a work permit. If you’re not eligible for a PGWP, you may still be able to work in Canada after you graduate, if you have a work permit.

PGWP Language Requirements for PGWP – What Tests Are Accepted?

As of November 1, 2024, most PGWP applicants are required to meet minimum levels of language ability to be eligible. To measure your English or French levels, the IRCC uses Canadian Language Benchmarks (CLB) for English, and Niveaux de compétence linguistique canadien (NCLC) for French.

The tests used to meet CLB/NCLC levels include CELPIP (General), IELTS (General Training) and PTE Core. Find out more about language levels here

For more information on language requirements for PGWP, please visit this page

Designated Learning Institutions (DLIs) and PGWP

The IRCC may still refuse an applicant’s PGWP application even if they have graduated from a Designated Learning Institution (DLI). Graduation from a Designated Learning Institution (DLI) does not automatically make you eligible for a PGWP. Students need to check whether a program is listed on the DLI list as eligible for a PGWP.

Move Toward a PGWP with Confidence

Obtaining a PGWP is not a simple task. It is important that students do their research on whether they are eligible for a PGWP based on their program of study from a designated learning institution (DLI). It is also important to understand the eligibility criteria, all documents required for a complete application, the importance of maintaining legal status in Canada while applying for a PGWP, and why IRCC may refuse an application.

The first step is choosing the right program because it defines your academic and career path in Canada. Speaking to an Northfield & Associates counsellor can help students find the best program, make sense of application requirements, gather documents, find and apply for scholarships, renew their study permit, and lots more. Northfield & Associates and TAIE International Institute Discuss Strategic Collaboration for Cambodian Students Pursuing Higher Education in Canada

Thornhill, Ontario—August 18, 2025

Northfield & Associates and TAIE International Institute Discuss Strategic Collaboration for Cambodian Students Pursuing Higher Education in Canada

Thornhill, Ontario – Mr. Andy Lim, President, and Mr. That Suon, CEO of Northfield & Associates, were invited by Mr. Bryan Abichandani, Project Manager of TAIE International Institute, for an in-depth tour of the institution’s facilities and to explore potential business collaboration opportunities. The meeting, held at the TAIE International Institute campus, centered around a strategic partnership aimed at supporting Cambodian students interested in continuing their higher education in Canada.

During the visit, Mr. Lim and Mr. Suon discussed various opportunities for collaboration, particularly focusing on creating structured pathways for Cambodian students to pursue academic excellence at TAIE International Institute. The discussions also underscored the importance of forming a clear, legally compliant framework for international student admissions, which would ensure both institutional and student interests are fully protected.

The proposed collaboration seeks to formalize a partnership that prioritizes the following key business objectives and legal principles (1) Strict Adherence to Regulatory Standards; Both Northfield & Associates and TAIE International Institute are committed to complying with all relevant local and international laws governing student admissions and visa applications. This includes ensuring that all recruitment activities are aligned with the Canadian Education and Immigration Laws, which necessitate an airtight process for ensuring students meet all criteria for a study permit; (2) Data Protection and Confidentiality; A critical component of the collaboration involves protecting the personal and academic data of prospective students. Both organizations agree to strict confidentiality agreements to ensure that sensitive information is handled according to Canadian privacy laws, including Personal Information Protection and Electronic Documents Act (PIPEDA); (3) Clear and Transparent Pathways for Students; The collaboration will focus on developing transparent, scientifically grounded admission procedures that provide students with clear expectations regarding their educational journey in Canada. A key component will be leveraging advanced data analytics to forecast the success of students from Cambodia based on academic history and demographic data. This will guide tailored support programs, ensuring both academic and career success post-graduation; (4) Mutual Business Benefits; By facilitating access to high-quality Canadian education for students from Cambodia, this collaboration stands to benefit both institutions. TAIE International Institute will expand its reach and diversify its student body, while Northfield & Associates will further cement its position as a trusted education consultant specializing in Canadian higher education pathways; and (5) Risk Mitigation and Contingency Planning; To safeguard both parties’ interests, a comprehensive risk management plan will be developed. This plan will include contingency provisions in the event of regulatory changes, market disruptions, or unforeseen complications in the recruitment process. Both institutions have committed to working closely with legal advisors to ensure all agreements are enforceable, addressing any potential legal complexities before they arise.

Mr. Lim and Mr. Suon expressed enthusiasm about the potential partnership, noting the significant opportunity it presents for both institutions and the Cambodian students seeking to advance their education in Canada. The visit and discussions were the first step in what promises to be a productive and mutually beneficial collaboration. Further discussions are scheduled to formalize the partnership and define the scope of student recruitment, curriculum development, and ongoing support mechanisms.

How to Immigrate to Canada without a Job Offer

Many people believe that they need a job offer to immigrate to Canada, but this is not always the case. There are many programs that do not require a job offer, to be eligible for immigration to Canada.

In fact, the programs that are mostly used to immigrate, do not require a job offer. Here is a list of a few of them:

  1. Federal Skilled Worker (FSW) program – processed via Express Entry (EE) system
  2. Canadian Experience Class (CEC) program – processed via Express Entry (EE) system
  3. Federal Skilled Trades (FST) program – processed via Express Entry (EE) system
  4. Many provincial nominees programs (PNP) – processed either via Express Entry (EE) system or separately, non-EE processing
    • Each province has its own programs that change from time to time, therefore it is advisable that one checks each province separately to know what categories are available at a certain date in time and what are the current requirements.
    • Most provinces prefer to accept people who have ties to the province, either they studied or worked there, they have relatives to support them during the first few months after becoming a permanent resident (PR) or otherwise are very much interested in establishing themselves in that province.
  5. Family sponsorship program
    • Spousal / common-law partner category
    • Dependent children category
    • Parents and grand-parents category
    • Other members of the family, if the conditions are met

For the first four programs listed above, there are a few common conditions:

  • Have their language abilities tested (English or French or both) by an independent organization approved by Immigration, Refugee and Citizenship Canada (IRCC). Various programs have different levels of requirements regarding the language knowledge level in the four sections tested: speaking, writing, listening and reading. All tests must be evaluated to the equivalent of the Canadian Language Benchmark (CLB).
  • Have their credentials evaluated by an institution approved by Immigration Refugees and Citizenship Canada;
  • Have certain amount of work experience in an occupation listed in the National Occupational Classification (NOC) Canada, which includes in a systematic order all the occupations in the Canadian labour market (recently IRCC employs the 2021 NOC).

Various programs have different requirements regarding NOC levels (teers);

  • After registering the profile in EE, IRCC sends successful applicants an Invitation to Apply (ITA), for those that have been selected for the program;
  • Pass a medical exam and not be inadmissible;
  • Provide police certificates from all the countries where an applicant has lived continuously for six months or more in those places, since becoming eighteen years of age.

Important Update: Changes to Express Entry – Removal of Arranged Employment Points

March 25, 2025 — Immigration, Refugees and Citizenship Canada (IRCC) has officially removed the arranged employment points from the Comprehensive Ranking System (CRS) for Express Entry candidates.

What Does This Change Mean?

Previously, candidates with a valid job offer supported by a Labour Market Impact Assessment (LMIA) could earn between 50 and 200 CRS points, which significantly improved their chances of receiving an Invitation to Apply (ITA) for permanent residence (PR).

However, this policy change now means that candidates no longer receive additional CRS points for arranged employment, making job offers less impactful in the CRS score calculation.

Who Is Affected?

  • Current Candidates: All Express Entry candidates who were previously benefiting from arranged employment points and were in the Express Entry pool on or after March 25, 2025 will be affected by this change.
  • Candidates with an ITA: Those who have already received an ITA or are in the process of obtaining permanent residence will not be impacted by this adjustment.

What Does This Mean for You?

If you are an Express Entry candidate who relied on arranged employment points to boost your CRS score, this change may impact your overall ranking within the pool. It’s now more important than ever to explore other avenues to strengthen your profile, such as:

  • Improving language scores
  • Gaining additional work experience
  • Securing a provincial nomination through the Provincial Nominee Program (PNP)

At Northfield & Associates, we understand how these changes may affect your immigration strategy. Our team is here to provide expert advice and guide you through the revised Express Entry process, ensuring that you remain competitive and informed.

Prime Minister Justin Trudeau’s announcement Canada to Upgrade Diplomatic Mission to Embassy in Phnom Penh – A Significant Milestone in Bilateral Relations

February 03, 2025 — Phnom Penh — Canada will significantly upgrade diplomatic mission to embassy in Phnom Penh with the opening of a full embassy, accompanied by a resident ambassador, slated for 2025. This move follows an announcement by Prime Minister Justin Trudeau during the 2024 ASEAN Leaders’ Summit in Vientiane, Lao PDR. This upgrade marks a critical step in strengthening the enduring relationship between Canada and Cambodia, a bond that has been nurtured for decades.

Canada has played a pivotal role in Cambodia’s development, contributing to the nation’s peace and stability since the 1950s. Over 1,000 Canadian soldiers have served in Cambodia since 1954, underscoring Canada’s deep commitment to the region.

In recent years, diplomatic and economic relations between Canada and Cambodia have flourished. As of 2023, Canada is the 10th-largest donor of Official Development Assistance (ODA) to Cambodia, contributing CAD $23.1 million (approximately USD $17 million) during the 2022–2023 fiscal year. One of the most notable contributions was Canada’s funding of the Anti-Personnel Mine Ban Convention Review Conference held in Siem Reap in November 2024, where Canada pledged an additional USD $2.1 million to support ongoing mine clearance efforts. This brings Canada’s total contribution to over USD $50 million in the fight against landmines in Cambodia.

Trade relations between the two countries have also seen significant growth. Canada is now Cambodia’s seventh-largest trading partner, with Cambodian exports to Canada totaling USD $2.1 billion in 2023. This thriving trade relationship is expected to be further strengthened with the participation of over 60 Canadian business leaders in an upcoming trade mission to Phnom Penh in May 2025. This mission reflects the growing interest in Cambodia’s emerging market and represents an excellent opportunity for Canadian firms, including those at Northfield & Associates, to deepen their involvement in the region.

Northfield & Associates and the Future of Canada-Cambodia Relations:
For Northfield & Associates, the increased diplomatic engagement between Canada and Cambodia offers significant opportunities to expand its presence in Cambodia’s rapidly evolving business landscape. As Canada’s role in the region grows, so too does the potential for Northfield & Associates to leverage its expertise in navigating the complexities of international trade and investment. The company stands to benefit greatly from enhanced bilateral ties, especially given the influx of Canadian businesses seeking to engage more deeply with Cambodia’s dynamic economy.

The elevation of Canada’s diplomatic mission to an embassy in Phnom Penh is a reflection of the growing partnership between the two nations. As this relationship continues to mature, both countries are poised to reap the benefits of expanded trade, investment, and collaboration, fostering a shared future of prosperity and stability in the region.

Canada to upgrade current office in Phnom Penh to embassy with resident ambassador

December 20, 2024Phnom Penh — Canada has announced that it will upgrade its current office in Phnom Penh to a fully operational embassy, complete with a resident ambassador. This decision follows Prime Minister Justin Trudeau’s recent statement at the 2024 ASEAN Leaders’ Summit in Vientiane, Laos, reaffirming Canada’s commitment to strengthening its diplomatic presence in the region.

The news was formally communicated through a diplomatic note delivered by David Verbiwski, Chargé d’Affaires of the Office of the Embassy of Canada in Phnom Penh, to Chum Sounry, Secretary of State for the Ministry of Foreign Affairs and International Cooperation, during their meeting on December 20. Both sides expressed their satisfaction with the ongoing development of bilateral relations and outlined a shared vision for future cooperation, particularly in the areas of trade and capacity-building.

The conversation also covered the upcoming visit of Canada’s trade delegation to Cambodia, which aims to explore new avenues for enhancing trade relations between the two countries. This visit signifies a growing interest in Cambodia’s emerging market and will further cement the robust commercial ties between Canada and Cambodia.

Additionally, Katherine North, Senior Project Manager of Global Affairs Canada’s Anti-Crime Capacity Building Programme, was in Cambodia to discuss Canada’s support in combating transnational crime in the region. Her briefing to Secretary of State Chum Sounry highlighted Canada’s ongoing efforts in anti-money laundering, human trafficking, and drug trafficking prevention, underscoring Canada’s broader commitment to the Indo-Pacific region.

Chum Sounry reiterated Cambodia’s dedication to addressing pressing issues like human trafficking and cybercrime, noting the country’s substantial progress in tackling these challenges. Cambodia’s efforts to combat cybercrime, particularly online scams, are in line with regional and international initiatives. Notably, Cambodia has also made significant strides in anti-money laundering, with the removal of its name from the Financial Action Task Force (FATF) ‘Grey List’ in early 2023. Cambodia’s ongoing efforts to block illicit cryptocurrency exchanges and online gambling websites further emphasize its commitment to preventing illegal activities.

Northfield & Associates: Opportunities and Strategic Benefits:
For Northfield & Associates, this diplomatic upgrade presents key opportunities to further deepen its engagement in the growing relationship between Cambodia and Canada. As Canada increases its diplomatic and trade presence in Cambodia, Northfield & Associates is well-positioned to leverage its expertise in international legal and regulatory matters to support Canadian businesses operating in the region.

The firm stands to benefit significantly from the expanded trade relations between Canada and Cambodia, particularly with Canadian business leaders preparing to visit Cambodia as part of the trade mission. These enhanced bilateral ties open doors for Northfield & Associates to advise on trade agreements, investments, and navigating Cambodia’s regulatory environment.

Moreover, the firm’s established presence in both countries uniquely positions it to facilitate cross-border collaboration and play a key role in ensuring that Canadian businesses are well-equipped to engage with Cambodia’s evolving market. Northfield & Associates’ strategic insight into Cambodia’s legal framework, especially with regard to anti-money laundering, cybercrime, and the broader regulatory landscape, will be crucial as Canadian firms seek to expand their operations in this dynamic and promising market.

The elevation of Canada’s office to a full embassy in Phnom Penh represents a significant step forward in the bilateral relations between Canada and Cambodia. For Northfield & Associates, this development promises not only to strengthen its role in supporting Canadian business interests in Cambodia but also to contribute to the ongoing efforts of both nations to enhance trade, capacity-building, and regional security.

Study Nursing in Canada with an IRCC Approved Program

Why study nursing in Canada?

Canadian universities are globally recognized for their excellence in teaching nursing. Canada has been highlighted as having 8 of the world’s top 100 institutions in the nursing category for 2024 by the QS World University Rankings.

The fields of study in nursing are rich and varied, with nurses playing a crucial role in supporting patients through challenging times. Essential skills for success include compassion, effective communication, and both theoretical and practical medical knowledge. A significant advantage of studying nursing is the flexibility it offers; graduates can find work not only in Canada but also internationally.

After earning your degree in nursing, you can consider joining the Canadian Nurses Association, a professional body for nursing in Canada. There are numerous benefits offered to members, from networking and job opportunities to support for skill development.

Choosing the Right Nursing Program

Canadian institutions offer a diverse array of nursing programs tailored to meet your career aspirations and educational needs, from practical nursing to specialized advanced practice roles.

International students often choose programs that specifically fall under the healthcare category, a field of study linked to certain occupations in long-term shortage. Graduating from one of these IRCC-approved nursing programs may make you eligible for a post-graduation work permit (PGWP) that allows you to gain Canadian work experience. This is invaluable for permanent residency applications through programs like the Canadian Experience Class (CEC), also known as Express Entry.

The table below presents all IRCC-approved nursing programs as classified in the Classification of Instructional Programs (CIP) Canada 2021 Version 1.0, along with their respective CIP 2021 codes. This was approved as a departmental standard in December 2021, and a revision is currently scheduled for late 2027/early 2028.

Nursing Degrees

Associate of Science in Nursing (ASN)

This foundational two-year course offers a mix of theoretical knowledge and practical skills necessary for initial nursing licensure.

Bachelor of Science in Nursing (BSN)

The Bachelor of Science in Nursing is a comprehensive four-year program that provides extensive training in clinical and theoretical aspects of nursing. This degree prepares you for diverse roles, including leadership positions in healthcare. Admission typically requires a strong background in high school English, Biology, Chemistry, and Mathematics.

Bachelor of Science in Nursing Extended (BScN)

This program offers the same comprehensive nursing education as the standard BSN but over an extended period. The format provides greater flexibility for students who require a more adaptable schedule.

Master of Science in Nursing (MSN & MScN)

This 2-3 year program is designed for registered nurses seeking to advance their careers in specialized areas. It prepares graduates for roles such as Nurse Practitioners, Nurse Educators, or Health Policy Advisors, and entry generally requires a BSN degree and active RN license.

Nursing Accreditations and Licenses

Practical Nursing Diploma

The Practical Nursing Diploma typically spans two years and focuses on providing compassionate and efficient nursing care, with an emphasis on practical skills. It is ideal for those seeking to quickly enter nursing and work primarily in direct patient care settings such as hospitals, clinics, and long-term care facilities.

Registered Nurse (RN) Licensure

After completing an ASN (Associate of Science in Nursing) or BSN (Bachelor of Science in Nursing), graduates of nursing programs in Canada must pass national licensing exams: the National Council Licensure Examination for Registered Nurses, or NCLEX-RN. This is to ensure that all practicing nurses meet consistent professional standards and are well-prepared to provide high-quality care to patients.

Certificate in Nursing

Nursing certificate programs are shorter courses that provide specialized training in specific areas of nursing such as geriatric care, pediatric nursing, or emergency care. These programs are tailored for current nurses or healthcare professionals looking to enhance or pivot their clinical skills. Prerequisites depend on the certificate but generally include some nursing experience or education.

Residency and Fellowship Programs

Advanced postgraduate training opportunities that focus on specialized clinical areas, research, or leadership. These programs are designed for nurses who have completed graduate-level education and wish to deepen their expertise in specific areas such as oncology, pediatrics, or surgical nursing.

Course Structure and Curriculum

The curriculum in Canadian nursing programs is designed to provide both theoretical knowledge and practical skills. Core subjects like anatomy, pharmacology, and health assessments form the backbone of these programs, complemented by extensive clinical placements that offer real-world experience in healthcare settings. These theoretical courses are complemented by in-depth discussions, case studies, and interactive learning, which help students understand complex concepts and prepare them for real-world challenges in healthcare settings.

Scope of Training

Studying nursing in Canada also means experiencing a multicultural environment that values diversity and inclusion. Students can engage with various cultural groups and participate in community activities, enriching their educational experience.

Career Opportunities and Pathways After Graduation

The demand for skilled nurses continues to grow globally, and graduates of Canadian nursing programs are well-positioned to meet this demand, with opportunities to work in diverse healthcare environments after graduation, from hospital settings to private practices and beyond. These roles range from registered nurse, palliative care nurse, and registered psychiatric nurse, to out-patient clinic nurse, nursing consultant, and clinical nurse, among many others.

What are the eligibility criteria for nursing programs in Canada for international students?

To enrol in a Canadian nursing program, you typically need to have completed your secondary education equivalent to Canadian standards, with courses in English, mathematics, biology, and chemistry. You must also demonstrate English language proficiency through tests like IELTS, with scores required to be at least or above 6.5 for IELTS or the equivalent for other exams.

How long does it take to complete a nursing program in Canada?
The duration varies by the type of program:

  • Practical Nursing Diplomas typically take two years of full-time study.
  • Bachelor of Science in Nursing (BSN) programs usually require four years.
  • Accelerated Programs for students with previous degrees can be completed in two years.
  • Master’s and Advanced Practice Programs might take an additional two to three years, depending on the specialization and the student’s pace.

Can international students work during their studies?

From November 15, 2024, eligible international students can work up to 24 hours per week off campus while their classes are in session. Students need to check with the IRCC to see what their work permits allow, based on the programs they are enrolled in.

What are the possibilities for employment post-graduation in Canada?

Graduates from Canadian nursing programs are highly sought after due to the shortage of healthcare professionals in the country. After obtaining your degree and passing the requisite licensure exams, you can work in various healthcare settings, including hospitals, private clinics, community health centres, and long-term care facilities. Additionally, graduates are eligible for a Post-Graduation Work Permit (PGWP), which allows you to work in Canada for up to three years, depending on the length of your program.

How does the PGWP benefit international nursing graduates?

The PGWP enables nursing graduates to gain Canadian work experience, which is a significant advantage if you plan to apply for permanent residency, especially through the Canadian Experience Class within the Express Entry system. This experience in the Canadian healthcare system is invaluable and increases the chances of a successful immigration application.

What should international students know about healthcare coverage while studying in Canada?

As an international student, you will need health insurance coverage during your stay. Some provinces may include international students under their provincial healthcare plans, while others may require you to arrange private health insurance. It is important to ensure you have adequate medical coverage throughout your studies.
